That is a safe harbor
The saying "that is a safe harbor" means that you are in a safe place, where there is no danger.
The place where you are standing now used to look very different: it was the port of Waalwijk! The harbor was important for trade. There were regular boat services to Rotterdam and Amsterdam. For Tilburg, the harbor was an important transit route.
It is now called the "muffled" (= drained) harbor for a reason. Part of the old harbor does still exist: across the highway. If you look closely, you can still see at this spot that there was a harbor here.
