'If something is of no use,' it means that something is of little use. The proverb originated because people put sod (= large pieces of grass) against a dike to prevent it from breaching. You can also say: 'that makes things better', in which case you mean that what you do makes sense. The Winterdijk used to protect the city from flooding from the Meuse River. That made a difference!
In the building at Winterdijk 30b used to be a telephone exchange. From here lots of wires went to houses so people could call home!
